PDL Singapore: What It Is and How to Apply

Passed your BTT and wondering what's next? The answer is the Provisional Driving Licence, or PDL the document that legally allows you to sit behind the wheel with an instructor and actually start learning to drive on public roads. Without it, taking practical lessons is an offence, so it's not a step you can skip or delay indefinitely.

What Exactly Is a PDL?

A PDL is a learner's licence. It doesn't let you drive alone it authorises you to drive under the supervision of a certified driving instructor, in an L-plate vehicle, while you work through your practical lessons and prepare for the Final Theory Test (FTT) and Practical Driving Test (PDT).

Who Needs One

Anyone learning to drive a car (Class 3 or 3A) or ride a motorcycle (Class 2B) needs a PDL before starting practical lessons. There's no exception for learners with prior driving experience elsewhere if you're going through Singapore's licensing process, you need a PDL.

Requirements Before You Apply

• Be at least 18 years old
• Have a valid Basic Theory Test (BTT) pass
• Complete a vision (eyesight) test, usually done at your driving centre when you register for the BTT
• For Class 2B (motorcycle) applicants: complete the required circuit training before applying

How to Apply

1. Go to the Singapore Police Force e-Services portal or the Police@SG mobile app.
2. Log in with SingPass (Singapore Citizens/PRs) or your FIN (foreigners).
3. Navigate to the Provisional Driving Licence application section.
4. Fill in your personal details.
5. Pay the S$25 fee via eNETS, Visa, Mastercard, Apple Pay, Google Pay, or PayNow.

Your e-PDL is generated immediately after payment no waiting period. You can download it right away, and driving instructors can verify it digitally, so there's nothing physical you need to carry to your first lesson beyond your ID.

How Long Is It Valid?

Two years. This is the detail that catches people out most often: if you don't pass both the FTT and the Practical Driving Test within that 2-year window, your PDL expires and you'll need to reapply (and pay the fee again) before continuing.

Renewal

If your PDL is close to expiring or has already lapsed, you can renew it:

• Up to 1 month before your PDL's expiry date, or
• Any time within 3 years after it has expired

The renewal fee is the same S$25.

A Timing Tip Worth Knowing

Because the 2-year clock starts the moment your PDL is issued, it's worth applying only once you're actually ready to begin practical lessons regularly not the day you pass your BTT if you know you won't start lessons for a few months. Applying too early just eats into the window you'll need for lessons, the FTT, and the practical test.

What Comes After You Have Your PDL

With your PDL in hand, you'll typically:

• Begin practical driving lessons at your registered centre (or with a private instructor).
• Complete three compulsory simulator sessions, usually after your first several on-road lessons.
• Study for and pass the FTT most learners do this in parallel with ongoing lessons rather than waiting until lessons are finished.
• Once your instructor confirms you're ready, book your Practical Driving Test covering both circuit manoeuvres (parallel parking, S-course, slope starts) and an on-road component.

Most learners need somewhere between 20 and 30 practical lessons before they're ready for the PDT, whether at a driving centre or with a private instructor.
